3.1 Livermore Hero Award presented to Bilal Shahid.

Recommendation: Staff recommended Mr. Bilal Shahid be recognized, declared a Livermore Hero, and presented a Livermore Hero Award by City Council on behalf of the Livermore community, for his heroic efforts which ultimately saved a life.

Police Chief Jeremy Young presented the proclamation to Bilal Shahid.

3.2 Proclamation proclaiming October 2022 Cybersecurity Awareness Month presented to City of Livermore Cybersecurity Manager Donald Hester.

Recommendation: Staff recommended the City Council declare October 2022 Cybersecurity Awareness Month for the City of Livermore.

Council Member Carling presented the proclamation to Cybersecurity Manager Donald Hester.

3.3 Commission for the Arts annual update presented by Chair Sabrina Ohnemus.

Recommendation: Staff recommended City Council receive the Commission for the Arts annual update.

3.4 Confirmation of Advisory Body appointments to the Livermore Area Youth Advisory Commission, reappointment of members to the Alameda County Mosquito Abatement District and Tri-Valley Conservancy, and direct the City Clerk to administer the oath of office.

Recommendation: The City Council Subcommittee on Advisory Bodies recommended the City Council confirm the advisory body appointments to the Livermore Area Youth Advisory Commission and direct the City Clerk to administer the oath of office. Staff recommends the City Council reappoint members to the Alameda County Mosquito Abatement District and the Tri-Valley Conservancy.

ON THE MOTION OF CARLING, SECONDED BY KIICK, AND CARRIED ON A 5-0 VOTE, THE CITY COUNCIL APPROVED THE CONSENT CALENDAR.

5.1 Approval of draft minutes - July 25, 2022 Regular Meeting.

Recommendation: Staff recommended the City Council approve the draft minutes.

5.2 Introduced an ordinance amending and revising the Building Code, Property Maintenance Code, Fire Code, Electrical Code, Mechanical Code, Plumbing Code, Residential Code, and the Green Building Standards Codes in the City's Municipal Code, to adopt by reference and amend the 2022 California Building Standards Code and the codes set forth therein

Recommendation: Staff recommended the City Council waive the first reading and introduce an ordinance with an effective date of January 1, 2023:

1. Revising and amending Chapter 15.02 (Building Code), 15.04 (Property Maintenance Code), 15.06 (Fire Code), 15.08 (Electrical Code), 15.10 (Mechanical Code), 15.12 (Plumbing Code), 15.14 (Residential Code), and 15.26 (Green Building Standards Code) in The Livermore Municipal Code.

2. Adopting new Chapters 15.02 (Building Code), 15.06 (Fire Code), 15.08 (Electrical Code), 15.10 (Mechanical Code), 15.14 (Residential Code), and 15.26 (Green Building Standards Code) of the Livermore Municipal Code by adopting and amending the 2022 Editions of the California Building, Fire, Electrical, Mechanical, Plumbing, Residential, and Green Building Standards Codes.

3. Adopting new Chapter 15.04 (Property Maintenance Code) of the Livermore Municipal Code by adopting and amending the 2021 edition of the International Property Maintenance Code.

5.3 Resolution 2022-155 authorizing execution of a Landscape Maintenance Agreement with Taylor Morrison, LLC, for landscape improvements located within North N Street right-of-way.

Recommendation: Staff recommended the City Council adopt a resolution authorizing execution of a Landscape Maintenance Agreement with Taylor Morrison, LLC for landscape improvements located within North N Street right-of-way. Tract Map 8358.

5.4 Resolution 2022-156 authorizing execution of an agreement with Savant Solutions Inc. for replacement of the City's computer network firewall hardware and support services in an amount not-to-exceed $275,000.

Recommendation: Staff recommended the City Council adopt a resolution authorizing execution of an agreement with Savant Solutions Inc. for replacement of the City of Livermore's (the City) computer network firewall hardware and support services in an amount not-to-exceed $275,000.

5.5 Resolution 2022-157 awarding and authorizing execution of an agreement with Cazadoro Construction, for construction of the 2022 Stream Maintenance by Contractors Project 2022-23, which involves maintenance and flow conveyance improvements in the Arroyo Las Positas in Springtown, downstream of the Heather Lane culvert bridge, in an amount not-to-exceed $288,000.

Recommendation: Staff recommended the City Council adopt a resolution authorizing the City Manager to execute an agreement with Cazadoro Construction, in an amount not-to-exceed $288,000, for construction of the 2022 Stream Maintenance by Contractors Project 2022-23, which involves maintenance and flow conveyance improvements in the Arroyo Las Positas in Springtown, downstream of the Heather Lane culvert bridge.

5.6 Resolutions 2022-158 and 2022-159 authorizing the City Manager to execute, on behalf of and for the Livermore- Pleasanton Fire Department Joint Powers Authority, two purchase orders with L.N. Curtis & Sons and Municipal Emergency Services Inc. for materials and supplies in support of the Livermore-Pleasanton Fire Department Joint Powers Authority's daily operations and fire academy support, each in an amount not-to-exceed $450,000.

Recommendation: Staff recommended the City Council adopt two resolutions authorizing the City Manager to execute, on behalf of and for the Livermore-Pleasanton Fire Department Joint Powers Authority, two purchase orders with L.N. Curtis & Sons and Municipal Emergency Services Inc. for materials and supplies in support of the Livermore-Pleasanton Fire Department Joint Powers Authority's daily operations and fire academy support, each in an amount not-to-exceed $450,000 for FY 2022-23.

5.7 Resolution 2022-160 authorizing issuance of a Purchase Order with Jack Doheny Company for a replacement pipeline inspection truck in an amount not-to-exceed $514,795.

Recommendation: Staff recommended the City Council adopt a resolution authorizing issuance of a Purchase Order with Jack Doheny Company for a replacement Rapid View IBAK - Closed Circuit Tele-Vision (CCTV) Pipeline Inspection System on a 2022 Ford E450 Box Truck, in an amount not-to-exceed $514,795.

5.8 Resolution 2022-161 authorizing the issuance of a purchase order with National Auto Fleet Group for eight replacement Ford Hybrid Police Utilities in an amount not-to-exceed $494,284.

Recommendation: Staff recommended City Council adopt a resolution authorizing the issuance of a purchase order with National Auto Fleet Group for eight replacement Ford Hybrid Police Utilities in an amount not-to-exceed $494,284.

5.9 Resolution 2022-162 authorizing the City Manager to approve the City's participation in East Bay Community Energy's Critical Municipal Facility Resilience Program to pursue installation of solar and battery systems at critical municipal facilities.

Recommendation: Staff recommended the City Council adopt a resolution authorizing the City Manager to approve the City's participation in East Bay Community Energy's Critical Municipal Facility Resilience Program to pursue installation of solar and battery systems at critical municipal facilities, and install these systems through a standard Power Purchase Agreement if the City of Livermore determines that the project portfolio is cost-effective and improves its service to the community.

5.10 Resolution 2022-163 accepting the Livermore Downtown Inc. Annual Report for FY 2021-22, and authorizing the execution of an agreement with Livermore Downtown Inc., in the not-to- exceed amount of $90,000

Recommendation: Staff recommended the City Council adopt a resolution accepting the Livermore Downtown Inc. Annual Report for FY 2021-22, and authorizing the execution of an agreement with Livermore Downtown Inc. for services provided to the city July 1, 2022 to June 30, 2023, in the not-to-exceed amount of $90,000.

7.1 Discussion and direction regarding City participation in a community gun buyback program.

Recommendation: Staff recommended that the City Council authorize the City's participation in a pilot gun buyback program.
